 t their ballots](https://www.boston.com/news/politics/2021/11/09/boston-qu
 estion-2-east-boston-substation-ballot-question/) in opposition to an elec
 tric substation that Eversource plans to build along the Chelsea Creek in 
 the Eagle Hill neighborhood of East Boston last November. Unfortunately th
 is ballot question is non-binding and the Executive Office of Energy and 
 Environmental Affairs issued earlier this month a tentative Chapter 91 per
 mit that Eversource needed to start construction of the East Boston subst
 ation. \n\nChapter 91 is supposed to protect the public's interest in wa
 terways and makes sure waterfront buildings are not dangerous. We have p
 reviously protested and demanded to deny the Chapter 91 permit at the Ener
 gy and Environmental Affairs Office\, e.g. [August 2\, 2021](https://xrbos

 appeals to the Chapter 91 permit. Together with GreenRoots and other local
  activists\, we will get together at the Condor Street Urban Wild in Eagle
  Hill to show that we stand behind the appeals by East Boston residents. L
